I am getting a whoosh, whoosh, whoosh sound relative to the wheel rotation at slow speed. I put the bike on the center stand and turned the wheel and the chain gets tight and then loose as I rotate. I thought the wheel was bent but I just checked everything and it is straight. The chain is showing a little green left on the replacement tag but if the previous owner never lubed it it could be worn already. Can a chain wear uneavenly and cause this?

I pulled the drive chain off this morning and there were 12 stiff links and 6 too stiff to pivot by hand so I used a vise and pliars to work them back and forth after cleaning and lubing. All 12 are still stiffer than they should be but after a ride the whooshing noise and tapping are gone so I guess they are pivoting like they should.
Will driving the bike loosen the links more or do I need to replace the chain?
