How to remove valve cover bolt seals?

8 New OEM seals coming this week for 1980 model. Do I razor cut the old ones in order to remove off of the bolt? They're captive between washer and a shoulder machined on the bolt.

Just pull them off. If they are too hard to slide over shoulder on the bolt you can always cut rubber off.
They shouldn't be glued to the washer.

They're not glued. Just hardened. I tried a small puller to no avail, so I posted here.

Use a vise. Use a deep well socket big enough to let the head thru it. Crank your vise and they will come off easy.

You did that a little bit the hard way. Get a socket, as Terry said, big enough to push the washer/rubber off from the head side, then a slightly smaller one to push the new one on. The socket to push the rubbers off has to be deep enough to swallow the bolt head and much of the bolt.
